Would the 'western' in 'Western Utah' be capitalized? It is used in a sentence like 'I used to work in Western Utah'.

If it's a well-known designation for an area you might: for example, Southern California, or Upper Peninsula (of Michigan).
But the general rule is that unless it's the name of the region, don't capitalize.

If you're referring to the general western part of Utah, then it wouldn't be capitalized. You'd only capitalize it if the region's proper name is "Western Utah" (ie. it's the actual county name).
