I've got Windows XP and my IE has a popup blocker. It works so well that I have to set some java pages to accept the popups.

Get and run Spybot (Google for this) and AdAware (http://www.lavasoft.com) on your computer. Many spyware programs "atract" pop-ups.

Get the Pop-Up Stopper from www.panicware.com

DUMP IE and get FireFox.
