OK, it's fancy.

Edit:
Or xnview, more a viewer/converter, but it offers limited editing as well.

11. a (C) library; part of the GIMP ToolKit GTK+
If you want a full-blown graphic-suite the GIMP is the only free program that I know of.

However getting all the libraries in the right versions is a lot of work (it is a originally a LINUX program - the libraries used aren't common on windows systems.) You should find everything here : http://www.gimp.org/~tml/gimp/win32/downloads.html

Sorry for not warning you; I thought the Windows-VErsion would include all this.

4. Irfanview is great!
I think just type the name and you will get there. Very intuitive, quite powerful for free. Love it.

5. Irfanview is worth a try
There's a freeware viewer called Irfanview that can rotate, crop, etc.

You can get it here:

http://www.irfanview.com/

I've given relatives cdrs of family photos and put a copy of Irfanview on the disc; that way if they don't have a photo viewer on their computer (and they sometimes don't even know what's on their computers) they've got one on the disc. And it's simple enough to use that even my relatives don't get confused.

One nifty feature with Irfanview is that you can make a slideshow and then save it as a .scr file, so you can make your own screensavers and hand them out.

6. Irfanview also gets my vote
Have been using it for years, it's small, fast, and easy to use.

8. Also Recommend GIMP
GIMP is extremely powerful, so that's the one caveat. (It may be too much for some users.)

Try this download site to get GIMP for Windows installed correctly. Of course, GIMP originates from Linux, and, if you're running Linux (as you should be!), you can find it very easily. GIMP comes with many Linux distributions, in fact.

10. Another vote for Irfanview
I use it a dozen times a day for all sorts of things. It's a little marvel, and I'd be lost without it. Irfan is my hero.

If anyone needs more than Irfanview provides, I once again bow to the gurus at alt.comp.freeware:

http://www.pricelessware.org/2003/PL2003GRAPHICS.htm

Enough stuff there to keep you occupied for a while.

On another note, scanners and digital cameras come with limited versions of Photoshop, Picture Publisher, or other graphics programs that do quite a bit. Perhaps a friend has a disk...

12. If you have MS Office, you should have MS photo editor hidden away
somewhere.

Not free, but Adobe Photo Elements is a great toned down version of Photoshop. Easy to use and well worth the money. You can probably find a copy on Ebay for next to nothing. Here's a link to one:

Get version 1.01 as it will save you the most money.
