...that they allow you to send PMs to the people on your list even when the profiles feature is down, or something like that. Apart from that, I'm not sure they do much.
Sorry, I'm not too clear on them either and only answered 'cause no one else had. Hope an expert gets to you, soon.

send them a pm, you can just go to the list. It doesn't have to be mutual either - you can have someone on your list, but they don't have to have you on theirs. And, when some of the search features go down, you still have access to your list so that you can pm people without first finding one of their posts.
