Evolutionarily, it's probably for the same reason that all humans have fingernails, etc--while they're pretty useless on us, they aren't deleterious either, and consequently haven't been selected out of the human race.

God made us this way cause he didn't think about Eve at the time, then Adam started complaining so he made Eve but forgot he already gave Adam nipples so he then said okay I'll give Eve bigger ones and no one will notice the mistake. Heck he only had 7 days and had to rest for one of them. Silly God, Adam noticed. The rest is a mystery.
