I'd have to go with Delaware. Even if NJ tried to hit back with its chemicals--a huuuuuuge supply, admittedly--most of it is in the ground and water supply around Newark and Bayonne. They'd have to load Newark and Bayonne into bombers and drop them onto Wilmington and Rehoboth Beach, but they'd already be on their backs like cockroaches long before then.
