It's David Bowie's Peace on Earth/Little Drummer Boy. You can find it on "The Ultimate Christmas Album" Volume 4. Melancholy but hopeful music.

Does anybody know the history of this song?

1. History of the song

David was deeply honored to sing with Bing but didn't feel the vocals of the song did his voice credit so I believe one of Bing's Lyrist wrote the part for David "Peace on earth..."

I think it is a good improvement in my opinion.
