It's a number assigned by the test that you take; the name of the test escapes me now.
Although, this one number fits all thinking is a bit outmoded now, b/c the new thinking is there are several different types of "intelligences".

it tells you your capacity to learn, not how smart you are. tons of people that are smart have lower IQs than you'd expect, and tons of dipshit have high IQs.
and it stands for Intelligence Quotient.

The ratio of your intellectual age contrasted against your actual age.
Hence, if you are exactly as smart as you should be you have a 100 IQ.
If you are twice as smart as you should be at your age you have a 200 IQ.
If you are half as smart as you should be at your age you either have a 50 IQ or you are G.W.
Needless to say, this system of measurement becomes more unreliable and more difficult to test accurately as you reach teen age to adult years because one may have all their potential tied up in skills that would not be tested.
The best time to test IQ is early elementary school years. After that, one's score tends to decrease over he years (unless you practice by taking more IQ tests or mind puzzle games).
For example, I scored a 198 IQ when I was 5. By 12 it was measured at 142.
Did I get dumber over 7 years, no. I simply applied my abilities into areas they could not test.
You could have a 250 IQ and apply it only to playing basketball and nothing else. When it comes time to test the IQ you end up scoring 100 or so because you've not applied your intelligence to the problem solving puzzles they use to test with.

The IQ system was developed by a French psychologist named Alfred Benier, who studied the intellectual development of children and who created the first IQ test because he felt then-current tests were inaccurate. The test originally ranked "mental ages," and was highly subjective and culturally biased.
To this date, no one has ever proved that the IQ actually tests anything or that such an abstract quality as "intelligence" exists. Many psychologists argue that there are multiple intelligences, so that a football player who can't read might have an excellently defined psychokinetic intelligence (the ability to consciously control bodily movement in precise fashions) and a low verbal intelligence.
