The increased use of the towpath has brought out the underpants as a protest symbol and has occasioned the gate across the road to be closed, public officials say.
Now, a lawsuit filed by 10 residents asks Bucks County Court to open that gate to allow access to the towpath.
The suit doesn't mention the underpants.

Police: Man In Women's Underwear Hid BombVAN BUREN, Ark. -- A man dressed in women's underwear, awakened as he slept in a vehicle at Lee Creek Reservoir, had a homemade bomb in the car, a Crawford County deputy says.
Earl Henry Woodruff, 40, of Van Buren, was arrested about 5 a.m. Monday after a deputy was sent to the reservoir in response to a call about a parked vehicle occupied by a man wearing women's underwear.
Sgt. Daymon Blount of the Crawford County sheriff's office said that, when he arrived at the site, he found a man sitting asleep at the wheel of a sport-utility vehicle. Blount said the man was wearing a bra and women's thong panties, but pulled up a pair of jeans shorts -- which had been around his ankles -- then he was awakened.
In a search of the vehicle, Blount said he found a large plastic bottle wrapped in duct and electrical tape inside the front-seat console. A fuse about 13 inches long extended from a hole that had been drilled through the lid.
