encode it into MPEG2 format that fits DVD guidelines, does that mean the DVD encoding program can simply adopt the readily-made file, rather than having to re-encode it to its standards?

(Some of this is rhetorical. My current DVD encoder program can take ready-made MPEG files. Which is nice because I can now strut my funky peacock stuff around my friends who do the same thing, regarding the end-result quality, tehehehehehehe!)
