Flashback or Trials and Tribble-ations?
Both have their unique takes on a 'retrospective' anniversary episode.

The DS9 episode pays homage to the Kirk era while weaving an interesting "follow-up" story around another via an acceptable form of time travel (which they thankfully glossed over as giving it too much credibility would ruin the whole thing). They also spent tons of $ to create sets that looked authentic and even the computer generated NCC-1701 and K7 station looked real, including some spectacular fly-by scenes with light shining off the hull.

The Voyager episode tacks on a new character that couldn't have possibly been there the first time around (Tuvok) and then having Janeway insult the era they've violated at the end of it. They also had Tuvok apparently ageless between both time periods, whereas Spock and Sarek clearly aged 100 years between TOS/movies and TNG. So why no younger looking Tuvok?

They had scripts for a possible Sulu series, why was Voyager made instead of a Sulu series? Of course, such a Sulu series would have been better with Nicholas Meyer at the helm as he knew the era better and made it shine on every occasion he was involved in.

Still, the fact that Berman was involved in both series and could come up with such diverse viewpoints, especially a FAVORABLE one, for the Kirk era, should indeed be celebrated.
