...but it could be a parody of welfare dependency too... Now don't hit the roof. I work with disabled people, and know that the victims of misguided welfare policies (characterised by the easy option up to the scaffold) are generational. So rather than nuff said - maybe there's room for debate...

First of all, I am not in favor of anybody being hanged for any reason whatsoever. That said, if we postulate the existence of a death by hanging penalty for specified crimes, implemented fairly, why would the ramp for wheelchairs be wrong? Why do you see it as an example of "conservative values"?
But if the premise is that hanging anybody for any reason is barbaric and outrageous (as I believe it is), wouldn't the ramp still be appropriate? Wheelchair-bound people are not exempt from criminal behavior, and I believe suggesting that they are is another bias that they would reject.
