Best male voice in rock history?
I would have to say the following:

Chris Cornell, Gordon Lightfoot (although he wasn't really rock), Greg Graffin (of Bad Religion), Serj Tankian (of SOAD), John Lennon and Lane Staley.

depends on how you define best. i tend to love the distinctive vpoices in music. i'll take frank zappa singing his own stuff over ike willis' studio perfect pitch anyday.

and i prefer tom waits to any classically trained singer

but there are tons and tons of great male vocalists, dating all the way back to the beginning of rock . . . people like Jackie Wilson, Frankie Lyman, and Little Anthony come immediately to mind . . . later on Jim Morrison, Mick Jagger, Roger Daltry, and a whole bunch of others . . . too many to pick just one . . .
