I used to run the board for Rush at WOND in Atlantic City (ick ick ptooie...for Rush not WOND or A.C.!) and they pad the "local" parts of the breaks with PSA's. If a station is late dropping in their local commercials, or doesn't have any to play, sometimes the PSA's or even some alleged comedy bits will go over the air.
Unless it said "Paid for by (or sponsored by) the US Department of Agriculture" it most likely wasn't a paid ad.

I believe that shows they're not as popular with advertisers as some people would like you to believe.....
There was a local talk show in Colorado Springs (Chuck Baker) that was so bad, the station changed format from talk to classic country. Before the format change, Arbitrin figured less than 200 people were listening to Chuck's show on any given afternoon........
