Break it down without the contraction:
Proper: I could NOT care less. that is: I am *un*able to care any less or restated: My concern is at it's lowest possible level.
Otherwise it would mean: My concern could be lower... (meaning there is a degree of concern)

If you couldn't care less, then there is a floor to your caring. You care a little and you couldn't care less than a little. If you could care less, that means that as unimportant as an issue is to you, you could find it in you to care even less than you already do.

Couldn't care less says you are at the point of least amount of caring possible. If you could care less, it says that you have not reached the lowest point of caring possible, you care some.
