...and I can see why--they have a lot of episodes/segments when they're arresting johns/drunken trailer trash, etc., and I'm sure that's a lot of what cops really do!

...on the DVD's they show outtakes, and they pretty much are following a script. They even show alternate versions, and you can tell they're not improvising because so much is similar.
It does seem to be improvised, probably because it's done so well it seems spur of the moment, like in a real cop situation.
