It is the Chaos Computer Club (German Cult of the Dead Cow) "Data-Loo". Acoustic couplers were illegal in cold-war Germany, hence the DIY kit, using parts intended for bathroom plumbing...

Telecommunication was heavily regulated until well into the 90s. It was illegal to use any devices not issued by the Federal Mail Service - ownership stayed with the "Post".

The Post did not offer any modems and only one extremely expensive 300 Baud accustic coupler introduced in 1984 (Edit: and the paperwork to get one took half a year).
