There are some very slick pirate sites overseas that look legal and claim to be, but think about it. At 99 cents a SONG, the Apple Music store is a loss-leader to sell iPods, because of the various royalties and fees and whatnot.
There's plenty of free legitimate music out there though... mainly band sites and label sites offering samples, or things like BetterPropaganda and InSound.
I wouldn't trust the pirate music download sites with my credit card number, either. Maybe if you can set up one of those "one time use" cards like Discover offers...

There are a few pages of dubious legality (paying some arbitrary fee to foreign RIAA-equivalents), but most are just plain illegal - being on their costumer list usually ends up being a bad thing.
