My money is on Doom because he's forgotten more about dark magic and evil technology than Vader ever knew.

1. Doom, easily

First of all, Doom would just swarm Vader with DoomBots - the Force can only handle so much at a time.

Plus, Vader still had a kernel of good in him - Doom is pure psychopath.

Doom wouldn't be able to get off his doombots.

But why would they fight, they have so much in common?

What does Darth have with him? He once commanded the Death Star! Doombots? I put up a couple million stormtroopers against Dr. Doom's Doombots, and if that doesn't work, I send in a couple million more.

Now, you want to talk about 'what's on thier person'? That no Doombots, no stormtroopers, no real surprises... it's Dr. Doom's armor and knowledge vs. Darth Vader's lightsaber and the force? Then it's closer to even.
