What's wrong with this description of a flasher?
It was found on a local Blockwatch website.

Last evening I was doing an after hours loan application at my office. My clients were in another office
pulling up inforamtion on the internet. Numerous people pass by the
office window so it is not unusal. As I was typing the approval
letter (my computer faces Main Street) a black man probaly in his mid
20's approx. 6" was facing me at the window. I looked up from the
computer and he was just staring, he looked down and my eyes followed
and he was playing with himself fully exposed and just looking at me.
I looked back up at him without any reaction and I just stared, and
he walked away. As soon as he walked away I realized my camera was
right on my desk and I wasn't thinking quick enough or I would have
taken a photo.I also realize I was not as aware as I should have been
since I could not tell you what he was wearing. I am going to file a
police report so be on the look out.
