8. Perception, not reality
Ford surrounded himself with REAL advisors and insisted on hearing EVERY side of an issue before he made a decision. (Yes, I know Cheney and Rumsfeld were among them.)

Unlike Chimpy and his Greek chorus echo chamber of yes-men.

12. I have had conversations with Ford
and actually he has a pretty sharp political mind. Reagan, on the other hand, could only do what he was directed to do with some rehearsal.

13. I can't really bring myself to bash Ford. Whatever he lacked in
gray matter, he made up for in simple decency. Nixon pardon aside, he was an all-around good guy. He'd never make it in today's Repuke Party.

10. Franklin Pierce:
this critique sums it up: Franklin Pierce
A man whose principles were dictated by the last person to talk to him, evidently. He never understood that slavery was wrong if the US Declaration of Independence was right. He deserves as much credit as his predecessor and successor for bringing on the Civil War.

14. Toss-up between Reagan, Hoover, and Buchanan.
Honorable mention to William Henry Harrison for not wearing a jacket to his inaugural. Died a month later.
