They turned off my cable internet service because I was using bittorrents. They said that running a "server" is not allowed. I had set my upload rate on the bittorrent to 5kbps. Unfortunately I can't cancel my service because my apartment complex has a contract with "Ygnition Cable Company" and they are the only cable company allowed to do business with this apartment complex. I wish I could use earthlink or roadrunner.

I've heard that Comcast have the strictest policy regarding this, and what they consider "unacceptable" or "excessive" bandwidth use...

I'm using DSL and have no problems with bittorrents or excessive bandwith. I get what I paid for.
