He is an absolute moron. That line and the "they're trained to lie" line struck me as really funny considering the source.
Cheney's offended, Bush calls it absurd. Funny how they use Amnesty as a way to condemn anyone else credibly but when it comes back at them then it's all BS. Fucking liars.
