As a matter of fact, I think I can count the good ones on one hand:

GD
Procol Harum (heck, they had Keith Reid as a member just to do the lyrics)
Joni Mitchell (ok, not really rock, but more than folk, jazzy)
Elvis Costello
Tom Waits
XTC (OK, two hands)
