... it's one thing for me to "casually" be looking out the window at him, but quite another if he were to catch me crotch-gazing at him with my binoculars. (Shame on me!)

But, if you do the "casual lookout" from time to time is ok. My take is...if you don't want to be looked at, don't go outside with a skimpy outfit, barechested, with a nice ass. :-)
