It is based on IE, but has popup blocking, tabbed interface, and lots of other options. http://www.maxthon.com

Have to download the toolbar. Yahoo toolbar has one too but it's a bit aggressive in the blocking so sometimes I have to disable it. The only popup I get is getting onto DU now.

just disable JavaScript and ActiveX too if you are using IE...both are potentially lethal. Pop ups (and pop unders) need JavaScript and dialers use ActiveX to install themselves.
OK, many sites use these scripts in a benign way but, quite often, they are used maliciously. I hardly ever enable JavaScript, even when I'm running Opera, and ActiveX is never allowed to run if I use Internet Exploiter. And note, the developers of Firefox didn't code ActiveX into the proggie because of the risk it poses.
So I don't need a pop stopper and I only enable JavaScript on sites that need it after looking at the source code of the web page. That's not foolprooof because it's possible to call up the pop up from another server...so it won't show up as such in the source code...
I always switch off JavaScript, prior to d/loading e-mails, in case an attachment slips past my security.
Sigh, the net mirrors r/l...full of nasties.

more secure than any other browser, and had tabs and popup blockers while Mozilla was still in the egg.
And, no extensions or other bullshit to get it working right.

I use it. It has been a bit oversold, though.
Opera is somewhat more secure and doesn't need the extensions to work the good stuff. The skins can be fun, too.
