What do you know? Any HTML? If so, anything beyond that?

How complex do you want your site to be?

What, in general terms, do you want to do with the site?

2. Look around the web for some HTML tutorials.
Learn how to build a very simple page if you don't already know how to do so. After that, if you want something more complex, I suggest Microsoft Frontpage.
