As part of the Solution of an early Railroad Strike (I believed in the 1880s) Congress set up Railroad Retirement. When Social Security was adopted in the 1930s it was decided to keep the Railroad separate from SS in case the Supreme Court would strike Down SS as unconstitutional (Railroad retirement had already passed Supreme Court Muster). By the 1960s no one was challenging the constitutionally of SS so it as decided to end the separate numbering system. The programs have been kept separate but close, the rules for eligibility for both is about the same.

Please note as a general rule you can NOT collect both Social Security and railroad retirement Tier 1 benefits.

Please note I am discussing what is referred to as "Tier 1" Railroad retirement, NOT Tier 2 Railroad retirement. Tier 1 is the equivalent to SS, while Tier 2 is a conventional retirement plan.

I have had many client born in one state but received a SS# in another. Until 1987 your parent's could claim you as an deduction and NOT list SS# for you. One of the "Reforms" of the Tax code of 1987 was that for children over six you had to list their names AND SS#. Thus prior to 1987 most people did not need to get a SS# until their first job when they were teenagers (I did not get mine to almost 16). You did not need it to get a Driver's License in most states.

Thus a lot of people have SS# NOT from the state their were born in, but the state they were living in when their applied for SS#.

Back when SS cards also indicated that SSNs weren't to be used for ID.
The numbers start in the Northeast corner of the country and increase south and west, with a few exceptions.
In Maine some lucky people have numbers beginning with 007. Bond. James Bond.

On edit: SSNs are not determined by the state where you are born, but by where you lived when you applied for the number. Before the IRS required SSNs for child deductions, many people didn't get SSNs until they were ready to join the workforce.
