..was because he couldn't return from Canada until President Chelsea Clinton pardoned all the Iraq War draft dodgers when she came to office in 2024.
Remember one of the last things that Claire said to Ted - that if we invaded Iran and the draft was reinstated he was to head to Canada. I think that is what happened and he did what Claire ask of him and went to Canada. But he had no choice to stay there because it took forever to get those who went to Canada pardoned, but when he was the first think Ted did was find Claire and who would have believed that she was still Single.
And they lived happily ever after!
