how serious the effect of a depleted National Guard is on the present present home front disaster?

1. Considering how dire this situation is...
For those trapped in attics and on rooftops, one could assume that the lack of manpower will cost at least a few lives.

2. Beside the manpower, it's also the equipment...
...a good deal of the high-water vehicles are overseas right now.
