1. John Ehrlichman or Bob Haldeman made it famous in Watergate days

One of those Nixon guys. Referred to the various cover(up) stories the WH was concocting to try and control the story.

3. I believe it was John Ehrlichman who uttered that famous phrase
while working for "Tricky Dick" Nixon.
