wetlands and the possibilty of this very scenario. It was rebroadcast yesterday I think. I also read a book some time ago on the very subject. I can't remember the name right now. Joh McPhee had an essay from 1986 also. SO the information has been out there; they have been worrying about this for a while. Bush as usual is wrong when he said it couldn't have been foreseen. It has been; the government chose not to prepare for it.
