Bush took a more serious tone in an Oct. 29 speech at a Dallas church, when he alluded to his decision to quit drinking after turning 40.

"A lot of times, the best way to help the addict, a person who is stuck on drugs and alcohol, is to change their heart. See, if you change their heart then they change their behavior. I know," he said.

Plenty of addicts with good hearts. But they were still addicts.

2. Dry Drunk
I've heard this term used to describe Bush, and it was used by a medical professional who has worked with alcoholics. She says that although Bush isn't drinking, he's still acting irrationally like a drunk. She's a Republican, btw, who, because of Bush, will vote Democrat this next election. She says he's dangerous to have in public office.
