How much you want to bet that there's some "talking points" memo going on about this? Of course, the WH would be stupid to ever get caught being a part of a "blame the victim" talking points memo... but I have no doubt whatsoever that the Rove machine has started the "say it loudly, say it often, and soon enough everyone will believe it" method of defending it's own incompetence.

He said that since it's a predominantly black city with black officials and black citizens and black criminals that it's just proof 'they' can't take care of themselves and oh, yeah, it shows the failure of the liberal welfare state because, you know, they must all be on welfare.

Detroit was written off by most in the 70s. We'd be totally screwed if we had a disaster here. The only people who would care would be liberals.
