in a situation like Katrina, you've got a mass of people without homes, documents, often without ID. I think it's possible one could just slip into the mass and come out with a new identity.

Let's say a quarter of the population of those dislocated by Katrina doesn't actually know their social security number and another quarter of those didn't have the opportunity to grab any ID on their way out, - just kids, cash and the clothes on their backs.
Now, it's pretty obvious these people are Americans, but they don't have a birth certificate, or any ID. They're just sitting in front of an officiious-looking person saying "My name is Joe Brown, I'm from Metarie, LA and I don't know my SSN number." Odds are excellent the SSN folks will be able to either furnish Joe Brown with a temporary SSN number, or look into their vast files and tell Joe Brown of Metarie what his SSN is and submit him for a replacement card.
Now assume Joe Brown is actually Freddy Jones of Long Beach, CA and he picked Joe Brown's name off of one of those internet 'still searching' lists.
