He happened to see the whole thing, but that's about it. The neighbor was insulting the other neighbor, but he apologized to the jogger. :wtf:

Frex, let's say Fred called George (I don't know why I enjoy seeing people named George insulted, it's a personal thing) a goat-sucking, monkey-blowing poo-flinger out on the front lawn one Saturday morning. Just as the epithet was being hurled, Frank came jogging by and got an earfull.
So what you're saying is Fred didn't apologise to George for calling him a goat-sucking, monkey-blowing, poo-flinger. But Fred did apologise to Frank for losing his temper in public and exposing him to the unpleasant exchange when he was plainly just jogging by minding his own business.

Fred apologized to the townspeople at one of their weekly meetings. When George decided to give Fred a call saying it was all good, maybe I didn't approach you the right way and He was sorry as well, yadayadayada, he discovered, to his shock, that Fred was not accepting his phone calls, nor would he ever. Makes the apology somewhat disingenuous.

But I'm alright with agreeing to disagree here. I think it might be cultural.
My parents were Europeans and brought us up with very European manners.
I think my own mother would have encouraged me to apologise to the local folks for behaving like an ass. But, especially if George had managed to piss me off in the past, or with some regularity, she'd no doubt have encouraged me to ignore him.
I've been known to apologise to my students when they had to witness a fellow student's bad behaviour and forceable removal from class. I'm not sorry that I've had the young offender removed, and if any one is doing any apologising in that interaction I very much hope it will be said hooligan. But that does not lessen the disruption to their studies nor the fact that they've had to witness an unpleasant exchange.

I wouldn't announce that to the whole town, either. At most, I would ask a mutual friend to mediate, and if it turned out that Fred was in an unforgiving and uncommunicative mood, I would call that Fred's problem (and not really town business)...
All in all, it's a rather tempestuous teapot.

It's the crackheads across the street I can't stand. I ignore 'em. My husband insults them. We call them the liceheads. No apology needed, trust me. I enjoy it everytime one of them goes to jail, which is every other week or so
