Man Hangs Women's Undies On Parked Cars In Protest Of Parks Department
<snip>

WAUSAU, Wis. -- A Wisconsin man upset with the Wausau parks department has found an unusual way to retaliate.

Police said the man repeatedly hung women's underwear on department vehicles while they were parked for the night. They said he struck 30 to 50 times, hanging bras and panties of various sizes on cars.

Police said he admitted doing it after being caught on videotape. He told investigators he was upset with the parks department because an employee cutting grass at a park would blow grass onto him while he sat in a gazebo.

Police have referred the case to the district attorney's office, recommending that he be charged with disorderly conduct.

1. Ah, the old disorderly conduct charge.
No laws broken so they have to use the catch-all. Mini-fascists.

2. Okay, he gets grass blown on him, so he symbolically makes
a protest with women's underwear.

Maybe I'm just dense, but I'm not seeing the connection. I'm not seeing how parks dept. guys are gonna look at the panty on their windshield and say to themselves, "Look! This can only be a symbolic protest! This simply bespeaks the anguish of a guy who must have had grass blown on him. We should be more careful when mowing, because I bet you fair money this means that a guy had grass blown on him, probably in the gazebo, too - notice it's a waist size 36 AND a cotton/poly blend AND see how he's cut the elastic just a bit here, in the left leg opening? Yeah, this guy had grass blown on him, and he's pissed."
