...encrypted PDF? Does a password remover program work?
Also wondering how effective Anonymizer and Ghostsurf and open-source proxies are.

I haven't looked into it too much, the PDF is an open format that uses security through obscurity to disable such things as printing.
I would look into it more, but I have to go.
I'm willing to bet that some 3rd party PDF viewers override the encryption policy.

They are not free, though.
A lot depends on the pdf version used; in the worst case taking screenshots might the only way.
