1. Did you buy him some Zicam yet?
I don't know if they can snort it right with little beaks, but there's always the swabs, I guess.

2. Yes
Take it to the vet.

I hate it when pet birds die.

3. He may have a respiratory prob
http://www.geocities.com/Heartland/3749/bm-mail.htm

Dear Birdbrain:
I have a question about my 3 year old parakeet. Sometimes my parakeet makes a coughing sneezing noise as if he has something stuck in his throat. Is this a common sound that budgies make, it scares me and I sometimes think that he may be choking. Do budgies cough? - Budgie Owner

Hi!

Yes, budgies can get colds and they do cough from time to time. If you are worried, the best thing to do is to get the problem checked out by a vet. Respiratory problems can be very serious in birds.

4. Find an Avian Vet.
until then - make some very strong Chamomile Tea for him/her ...

be very careful to only use the non-caffeinated variety and let it become almost cool before you offer it to your bird

is your bird puffed up more than normal ...

does the bird's poo look normal ...
