Alumni here (historic preservation dept).
Do you know Chicago? It's a great place to study any of the arts. The school is centrally located. And having the Art Institute at your fingertips is amazing and of course students get in free. The school has some nice facilities and some not-so-nice facilities. Seems like the fine art students get preference over the non-art students (preservation, history, teaching, etc...). There are lots of cool classes to take outside of your major (I took a Modern Art class and a Japanese Gardens class).
I can't say anything about the photography dept personally. Have you visited them and seen their facilities and equipment? I have not but it's got to be better than the historic preservation classrooms. I'd check them out first and compare them to other schools.
Good luck and ask me more questions if you have them.
