Quick question: Is this sentence grammatically correct:
Here it is:

"Bush's own press briefings show he made it policy to limit access to information to Congress."

Too many "to"s.

How about "Bush's own press briefings show it was his policy to limit Congressional access to information."

- intelligence information.

To nit pick (you asked) are you sure of the term policy? - to me that means a written set of guidelines, Could you mean:

"Bush's own press briefings show that he limited Congress' access to the full intelligence information."?
