any halfway-decent editor should know the pitfalls of such construction. I'd change this to "Two deaths from bird flu reported in Turkey" or "Two reported dead from bird flu in Turkey."
On a newspaper page, where space is restricted, editors sometimes get lazy to make a hed fit. But that's a poor excuse, and there's no excuse at all online.
