That books does not seem intended to convey an objective and neutral view on Europe. A simple textbook might be a better place to start than a position work.
It is not like there is an easy way to look at European politics, as those are rather complicated: the EU presidency, commission, parliament and the - unrelated - European council.
But those are just the tip of the iceberg, underneath are the national politics - each of the 25 (plus Switzerland etc....) has a complicated political tradition and present on its own.
So, I would check the reading lists of college pol-sci courses for interesting introductions.
