The people in the apartment above us weigh 400 pounds and are gymnasts who practice at all hours. The management of our complex doesn't seem to care that we don't enjoy listening to the constant stomping. Any ideas?

I have 12 barking dogs directly across from my bedroom, 6 noisy trucks that seem to pull in and out at all hours of the day and night, one with no muffler, 2 ATV's, more barking dogs down the street, the only good thing is I get to put up any anti-Bush signs that I want without a hassle. This because I am not calling the town on them.

There are noise ordinances and if noise ordinances are violated, cops will cite.

you believe it is giving you the right to end your lease without penalty unless they do something about it (which might include heavy carpeting and insulation underneath the floorboards in the apartment above you).
I suspect your landlord might be inclined to pay for the modifications since the next tenant will have the same right to end the lease that you have.
Make sure you document the problems. (Do you have a video camera? You can film yourself reacting to the noise, and you can record the noise -- make sure you record the time on the tape.)

Send it certified return receipt mail. It will make a difference if you need to go to small claims court to get your deposits etc. back.

Use the loot to buy a house somewhere quiet.

I used to think my upstairs neighbors were rolling bowling balls down the stairs -- that's what it sounded like.
But, after their breakup (which played out with her screaming from the balcony, and him screaming back from the parking lot below) it got much quieter.
