It shows initiative and that he/she is well prepared. I also always call at least two of the references, so make sure you give them a heads up to expect a call.

Have them ready. If you're asked, produce them--show you are prepared and can anticipate what's needed.
Usually they tell you up front what you're required to submit with your resume and/or application.
