My friend describes himself as this. According to him, its someone who is led by Libertarian ideals, but concedes to the practicality of the system. Basically he's a libertarian within the Democratic Party (registered Dem, hates Bush.)
But I've heard this term used in other ways - does this fit?

I think your friend is working with the words to describe how he feels he fits on the continuum of political thought. His description may not conform to what the LP thinks to call a Neo-Libertarian.
Which is why we should get rid of political parties, but that's a discussion for another day...
