Why are there no black hearts in Necco Sweetheart boxes?

Anyone notice that? NECCO makes great black licorice wafer candy, but when they make up their NECCO sweetheart boxes there are no black licorice or chocolate NECCOs. The best flavor in the bunch, and they omit it.

Also, is it just me or is this year's NECCO Sweethearts as hard as eating pet rocks?
