I think.
Actually both of my keyboards and both of my laptops do not have caps lock keys. I took them off, because I kept accidentally hitting CAPS LOCK when I was trying to hit "tab". For me, it is a useless key, and I make fewer typos when it is gone.

For many years, I took all my notes, wrote instructions, and most everything else in longhand. Cursive is often difficult for others to decipher, even fairly neat cursive, so I printed everything.
Even with printing, going at a high rate of speed turns a lot of small case print into blobs so I adopted upper case for all of it. More than forty years of this practice made it easy, fast, and readable.

The decorum, adopted by who the hell knows, of using case to indicate volume or mood only showed up, with the advent of a common internet, in historically recent times.
Learning to use case for these purposes means that I have to be sensitive to what you, the reader, think and how you view manners and etiquette.

Right wing loud mouths are notoriously inconsiderate of others opinions or sensibilities and writing in all caps is just another way of giving the finger to all and sundry.
No surprise, especially given the generally high level of illiteracy among those who prize a lack of sophistication and nuance - a badge of rank(ness) or a *ush ribbon sticker on a SUV, al-literally speaking.
