What do people mean to convey when they use extra question marks???

What do people mean to convey when they use extra question marks???
Drives me up the wall. Extra exclamation points don't bug me, it just seems like the writer is extra excited, but how can you be extra question-y?

You've never asked a question with more enthusiasm, more curiosity, or maybe even with more outrage than others?

You don't translate "Seriously?" and "Seriously???" any differently?

That they really really don't know the answer? That the more question marks they use, the more they convey their ignorance of the answer????

What about people? Who use a questioning inflection? On every phrase or sentence they speak?

It's asking a question about the question. for example:

"To be or not to be? Is that a question?"

Simplifys to "To be or not to be??"

And the answer is "To be or not to be? (Yes,) (t)hat is a question."

A friend tells you he used to be a Republican. Your reaction: "Whaa...??"

A friend tells you he used to be a woman. Your reaction: "Whaaa...???"

(Three is considered to be the limit; any more would be superfluous. Same goes for exclamation points.)

That's a personal preference, but I think it's proper, if only for aesthetic purposes. It lends rather a symmetry to the incredulity.
