I understand what it means (I think), but why is it supposed to be -funny-? I find Ron White hilarious, but Larry the Cable Guy's catch phrase is a mystery to me.

...i.e., "I just tossed off a good one." I think he says it only when the audience is already laughing, in some self-congratulatory mode. by inviting the crowd to share in his success, their enjoyment of the previous joke is enhanced.
